They could try it but it would create a big shit storm from City that they would struggle to deal with. I'd imagine it'll either be brushed under the carpet again or they'll come up with a mutually agreeable punishment so they can keep their rules and make it appear that they work in some way to achieve something useful. Even though their purpose was bastardized from the very outset.
