It seems like it is going to be the whole of the lower tier. I wonder if this is going to be more seats or fewer than there were already? Perhaps a few more. The other question this poses is what implications this has for the development of the North Stand. This was supposed to incorporate a large safe standing area. Has the North Stand development been abandoned then?!
