Same as always I imagine - Txiki will have the final say.
The Sheikh and his representative Khaldoon have the most influence even if they don't deal with individual players. It is them who decide the budget.
Reason I ask is I wondered if it effects players' decision to stay or players who would come to City if they're not sure who'll be managing in a years time. Was a time when players were drawn by the manager but at City seems to be the club?
