Their new stadium isn't ready and Wembley isn't available. Spurs can't use 3 home grounds in a season (PL rules) and City don't want to reverse the fixtures and play at home, then away next April. Sky have a say too. Hopefully the PL will make some sensible decision that doesn't disadvantage City; it's Spurs that are causing the problem. But I wouldn't bet on it.
Just give City a 3-0 victory if they can't get their house in order. We shouldn't be put out. They should have to find a ground for the day.
