I think you have to also judge comparatively with our rivals. With that in mind. I think B- 

Liverpool have made big waves and are locking to cement their position for years. If they also sign Isak they will be quite the statement from them.

Liverpool have had more changes than us. A bit odd after winning the title with nearly the same team as the season before. Plus they won't have that luck with injuries again.
