I think it goes a lot deeper than that.  Will was actually enjoying the joke until she decided to take offence, and it looks like she manipulated the situation.

Will Smith is responsible for his own behaviour. As is Rock. Both are in the wrong. I don't think what Rock said is funny or appropriate considering Jada has an illness responsible for her hair choice. If she cut it without an illness then still not funny but no problem.
